At this point, if you already have an energy efficiency or renewable energy project, additionally submit any project proposal(s) and a completed Project Form to your electric utility company (for energy efficiency projects) and to the Connecticut Green Bank (for projects including renewable energy and/or financing). After we’ve helped you address this proposal, if you’d like to evaluate your property in a more holistic way, follow the steps below.

Once you’ve completed Step 1 above, a utility or Green Bank representative (as appropriate) will contact you. A professional consultant or in-house representative is available to visit your property to identify the cost-effective energy improvement opportunities that make the most sense for your property. Using the recommendations from the energy assessment and any technical assistance you select, design and price a comprehensive project that will maximize your energy savings, as well as the incentives and financing you will receive.

If your project qualifies based on your submitted proposals, plans, specifications, and pricing, you will receive a commitment of incentive dollars and, if requested, an offer for financing the balance of the project cost. You can also provide your own financing or explore one of these sources. After construction and required inspections are complete, incentives are paid.

It is recommended that owners track utility use and verify that equipment is working properly during the warranty period and beyond.

Existing properties of five or more residential units may be eligible for the Multifamily Initiative.

ENERGY STAR® Heat Pump Water Heater Rebate

Twice as efficient as older electric water heaters, ENERGY STAR® certified heat pump water heaters with a 3.0 Uniform Energy Factor (UEF) or greater and 55 gallons or less of storage capacity qualify for instant discounts.

A $400 rebate is available for ENERGY STAR certified heat pump water heaters with a 3.0 (UEF) or greater and more than 55 gallons of storage capacity.

Key Features

It’s not so hard to understand why heat pump water heaters are twice as efficient as electric water heaters. They simply move heat rather than make heat, just like a refrigerator, but in reverse. While a refrigerator pulls heat from inside a box and dumps it into the surrounding room, a heat pump water heater pulls heat from the surrounding air and transfers it – at a higher temperature – into the tank to heat your water. Because they use the warm ambient air temperature to do most of the work, it is very efficient.

As the heat pump removes heat from the surrounding ambient air, it also provides a slight cooling effect. The result is dehumidification and cooling. For this reason, heat pumps work well in basements. Because they rely on surrounding air, they require at least 750 cubic feet of space around the heat pump and should not be installed in a closet or other confined space.

We help make it affordable to upgrade to an ENERGY STAR-certified heat pump water heater with a $750 discount  for eligible models with a storage capacity of 55 gallons or less. A $400 mail-in rebate is available for heat pump water heater models with a storage capacity greater than 55 gallons.  Whether you’re replacing an old water heater or installing one in a new home, you'll save money up front.

For customers who meet certain income eligibility guidelines, even greater incentives may be available through the Home Energy Solutions – Income Eligible program.

Consider the following factors:

There are two ways to receive the discount on qualifying heat pump water heater units:

Work with an installer

When your installing contractor purchases a qualifying unit at a participating distributor in Connecticut, a $750 instant discount will be automatically applied to the eligible equipment cost. A $400 rebate will be automatically applied for eligible models with more than 55 gallons of storage capacity. 

Purchase a qualifying unit from a participating retailer

Eversource and United Illuminating (UI) partner with several retailers across the state to offer you instant discounts and/or paper rebates for heat pump water heaters. You may purchase a heat pump water heater directly from the retailer to receive:

  • A $750 instant discount through participating Retail Stores with address verification for eligible models with a storage capacity of 55 gallons or less.

OR

  • A $750 mail-in rebate will be provided to residential customers who are not able to validate eligibility in store.
  • A $400 mail-in rebate is available for ENERGY STAR certified heat pump water heater models with a storage capacity greater than 55 gallons.

Plumbing Contractors:  Offer your customers high efficiency water heating equipment at a reduced cost without the hassle of a rebate form.

The electric and gas utilities have partnered with many Connecticut equipment distributors to offer an instant discount at your point of purchase.  Help your customers make the decision to switch to high efficiency equipment by offering it at pricing comparable to standard equipment. 

When you purchase eligible equipment from a participating distributor, the instant discount amount has already been deducted from your purchase cost.  The distributor will request some information from you including the name and address of the customer and their housing type.

Now, you have the opportunity to offer your customer the equipment at a lower price because the instant discount is already applied.  You saved your customer the hassle of completing and mailing a rebate form and provided them with superior, energy-saving equipment.

All Eversource, UI, CNG, and SCG customers are eligible for rebates, but only licensed contractors may purchase equipment with the instant discount applied at the distributor.

Energy Conservation Loan Program

This program for income-qualified consumers offers below market interest rate terms for the purchase and installation of cost-saving energy efficient improvements for single or multi-family homes.

Key Features

**Effective 12/28/2017, the ECL loan program is limited to emergency situations only (non-working heating systems and leaking roofs). Applicants must be ineligible for other programs in order to qualify for an emergency loan**

Energy Conservation Loans finance energy conservation improvements for low- and moderate-income single-family (1-4 units) home owners. This program is funded by the Connecticut Department of Housing (DOH) and is administered by Capital for Change, Inc (C4C). This loan may be used to finance energy efficient home improvements up to $25,000 at below-market interest rates. Zero-percent interest rate loans are available for higher-efficiency boilers and furnaces.

Income Limit

This is an income-restricted program. Please Capital for Change, Inc. for the current income limits by town and household size.

Loan Amount and Term

Single family (1-4 units) homeowners may borrow between $400 - $25,000 for a period of 10 years for eligible improvements. 

Eligible Improvements

The following are the emergency improvements eligible under the ECL program as of 12/28/2017:

  • Replacement of non-operational heating system
    • 0% interest for furnaces/boilers that meet efficiency minimum of ENERGY STAR® rating for natural gas or > 84% efficiency rating for oil/propane
    • Applicant must not be eligible for alternate heating loan products (Smart-E loan and EnergizeCT  Heating Loan)
  • Replacement of leaking roof

The emergency status of the project must be verified by the contractor who will install the replacement, and all work must be completed by a C4C Participating Contractor.

Apply for a Loan

Heating system applicants must apply for a Smart-E loan or an EnergizeCT Heating loan before they will be considered for an emergency ECL loan.

Roofing applicants must contact C4C directly by phone to apply for emergency consideration. Please call 860-233-5165, extension 2002 for more information. Our office hours are Monday - Friday, 9am-5pm.

  • Expert guidance from energy specialists  Home Energy Rating Systems (HERS) Raters – who help you tap into energy-efficient home certifications, high-efficiency equipment, high-performance building practices and the latest material options. See the section below for more information about HERS.
  • Your Certified HERS Rater works with your building team throughout the construction process. Based on your new home’s final HERS index you may qualify for a rebate of $1,500 to $7,000 or more!

You can consider the rebates as a kind of housewarming gift to you for reducing your new home’s carbon footprint!

Contact a HERS rater during the planning stages. The rater will review your plans and provide you with a pre-construction HERS Index score. Working with your architect or builder, they will identify energy-efficient improvements needed.

Once you have hired a HERS Rater, they will review your plans with you and your team, explain the program and discuss how to maximize the use of energy-efficient technologies that make sense for your home, your goals and your lifestyle. Your HERS Rater will also explain the benefits – including rebates* – and the steps to earn additional certifications. (See the section below for more information about HERS.)

Homes that receive a HERS Index score within the required threshold*, can receive incentives through by the Connecticut Energy Efficiency Fund. Home that meet the requirements of the program typically show they are at least 25 percent more efficient than a typical home. Single-family home incentives range up to $7,000, depending on HERS Index scores.

Your HERS Rater or the utility Program Administrator will also work with you to identify additional financial incentives and rebates available through other state or federal programs - including any federal tax credits. Plus, we can help you to connect to the green building community.

At this point, you should also review the Requirements and Submission Checklist as well as the EV Ready and PV Ready program checklist with your HERS rater.

The program offers multiple whole-home certifications, including ENERGY STAR®, LEED for Homes, DOE Zero Energy Ready Home, or National Green Building Standard® requirements and you may qualify for an additional rebate. You might also want to enter your home in the CT Zero Energy Home Challenge. (See the Bonus Rebate section below for information about each of these programs.)

You, your building team and your HERS rater will review your construction plans. Based on what you intend to build the HERS rater will prepare a pre-construction HERS Index. Once you have this index our energy experts can help you complete the program application, which will include your pre-construction HERS Index score and estimated incentive.


Download the application now. Be sure to read all of the instructions, rules and terms and conditions very carefully to avoid processing delays. New construction rebates require an insulation and thermal bypass inspection, so applications MUST be submitted before the home is insulated to be eligible. The ideal time to submit your application is before construction starts.

Your HERS rater will conduct insulation and thermal bypass inspections at various stages of construction. On-site tests typically include a blower door test to measure air tightness and a duct test to measure air flow through the ducts. The test results, along with information from the plan review, help determine your home’s final HERS Index score. Inspections must be conducted prior to drywall installation and after construction is complete.

When your home is completed and you have the final HERS Index score, your HERS Rater will submit the completed application and testing documentation to the Utility Program Administrator. This is a good time to also review the Requirements and Submission Checklist again with your HERS rater Refer.

Once the program administrator reviews and approves, a rebate check will be sent to you – the (new!) homeowner.

About Home Energy Ratings and the HERS Index

The Connecticut building code requires that all new homes meet a minimum level of energy efficiency.  Most new home buyers expect more than this minimum and most new home builders claim their homes are energy efficient.   But without an objective, third-party measurement of energy efficiency there is no way for you to make informed comparisons between homes and between builders’ claims.

A Home Energy Rating (HER) solves this problem by assigning a numerical rating, called the HERS Index, to a home. The HERS index is the industry standard used to measure the energy efficiency of a newly constructed home. It’s also the nationally recognized system for inspecting, calculating and estimating a home’s energy performance.

The HERS index is determined by the Home Energy Rater, who assesses the energy efficiency of a home, assigning it a relative performance score. The lower the score, the more efficient the home or dwelling unit. A typical resale home scores around 130 on the HERS index (on average), while a standard home, built to energy code, scores around 100. Every point below 100 on the HERS index, translates to roughly 1% energy savings compared to a code built home.

 

The scale to the right shows the range of HERS indexes you might encounter when you buy a home. Older, less efficient homes have HERS Indexes over 100. The US Department of Energy estimates that a typical resale home has a HERS index of about 130. Some drafty, poorly insulated homes may have indexes as high as 200! Newer or energy-retrofitted homes have indexes under 100.

All new Connecticut homes should have a HERS Index below 100 since the State adopted higher energy efficiency standards in 2011. A home built to the current building code standard should have a HERS Index close to 85. However many new homes are built to be much more energy efficient and achieve HERS Indexes below 60.

A few new homes achieve HERS Indexes close to zero.  These homes produce as much energy as they use by combining high-performance insulation and mechanical systems with renewable energy systems.  If you are interested in constructing a Zero Energy Home, contact your utility Program Administrator or visit our CT Zero Energy Challenge page

HERS ratings are determined by trained Home Energy Raters who are certified by RESNET (www.resnet.us), a national, non-profit organization that oversees the standards for Rater certification, quality assurance and the calculation of home energy ratings.

Certified HERS Raters use energy modeling software to determine the home’s HERS Index. The energy models use information collected by the Rater from on-site inspections of the home during construction, from testing the air-sealing of the building and its duct systems, from building plans and from independent reports of the efficiency of the installed heating, cooling, water heating, ventilation and on-site generation systems.

ENERGY STAR® Homes
You may have heard your neighbors or your builder talk about ENERGY STAR homes. ENERGY STAR is a joint program of the U.S. Environmental Protection Agency and the U.S. Department of Energy. Products such as light bulbs, fixtures and appliances can earn the ENERGY STAR rating if they meet certain energy-efficiency standards. New homes can also earn an ENERGY STAR rating. Through our Residential New Construction program your home may also qualify for an ENERGY STAR rating and an additional incentive. To learn more, visit the ENERGY STAR website.
LEED for Homes
This voluntary rating system promotes the design and construction of high-performance green homes and multifamily buildings.  LEED-certified homes are designed to maximize fresh air indoors, minimize exposure to airborne toxins and pollutants, and to save energy and water.  Your project team must work with a designated LEED for Homes Green Rater (as classified by the Green Building Certification Institute (GBCI), and a project registration must be completed.  Certified LEED home may qualify for an additional incentive through our Residential New Construction program. DOE Zero Energy Ready Home
U.S. Department of Energy's (DOE) Zero Energy Ready Home fosters a new level of home performance. Rigorous requirements ensure outstanding levels of energy savings, comfort, health, and durability. DOE Zero Energy Ready Home are constructed to outperform both an ENERGY STAR V3 certified home and an existing home in six major categories:

  • Healthy Environment
  • Enhanced Durability
  • Advanced Technology
  • Quality Construction
  • Energy Efficiency

ICC 700 National Green Building Standard (NGBS)®
The National Green Building Standard is the leading green rating system for new and remodeled single- and multifamily buildings as well as residential subdivisions in the United States.  The NGBS is the first and only such residential green rating system to have earned the approval of the American National Standards Institute.

Green building, also known as high-performance building or sustainable construction, incorporates environmental considerations and resource efficiency into every step of the home building and land development process with the goal to minimize the home's environmental impact.  Choosing green means making intentional decisions in your homes construction about:

  • Energy-efficiency
  • Water conservation
  • Resource conservation
  • Indoor environmental quality
  • Site design

CT Zero Energy Home Challenge
 Singer Estate Model Home Receives Award from Derby Mayor
Derby Mayor Anita Dugatto presents a 2013 Challenge Award to Brookside Development. The Singer Estate high efficiency model home was designed and built to fit into the current estate property featuring a large, stone home.
If you participate in the Residential New Construction program, consider entering the CT Zero Energy Challenge. The challenge is a design-build competition that awards cash prizes to winners and demonstrates how to build super-high-efficiency homes.

Participating homes demonstrate that it’s possible to build near zero energy homes today, while representing the technologies and techniques it takes to get there. A zero net energy home is designed to exceed minimum code standards and may also produce some of its own energy, using no more energy than it produces on-site. Six Steps to Take Smart Energy Action

Check the “Who is Eligible” section below to see if you qualify for this no-cost program.

Submit an application to your local utility online, by phone or by mail. To apply:

If you rent, we will need your landlord to sign a form giving us permission to perform the energy-saving services. You are responsible for getting your landlord’s signature on the form.

If you receive fuel-assistance through your local Community Action Program (CAP) agency, you may also apply through their office.

Your utility will review your application. If you qualify, they will assign an authorized contractor or your CAP agency will contact you and ask you to provide them with your name, address and contact information. If you do not qualify, the utility will contact you and suggest other programs that might help you.

A local utility-authorized contractor or your CAP agency will contact you to schedule your service with a certified technician.

(Note: Because of high demand for this program, there may be a waiting list. The program is subject to available funding.)

  • The home energy checkup begins with important safety tests on your furnace and water heater.
     
  • Next, the technician pinpoints drafts and air leaks using a blower-door test. Then they seal the leaks to reduce the drafts.
     
  • If you have forced hot air or central air conditioning, the technician tests your ductwork to check air flow and seals any major leaks.
     
  • The technician may install hot water-saving devices, including low-flow showerheads and faucet aerators, and energy-efficient lighting (subject to program caps).
     
  • The visit ends with a kitchen table wrap-up. The technician reviews the work done around your home and discusses any deeper energy-saving measures they plan to install. These may include:
     
    • Insulation
       
    • ENERGY STAR® certified appliances to replace old, inefficient appliances. This may include refrigerators, freezers and dehumidifiers.
       
    • Gas heating system burner and furnace repairs or replacements (limited to Eversource and CNG customers)
       
    • ENERGY STAR certified windows to replace single-pane windows if you use electric heat or gas heat exclusively (Windows may require a co-payment.)
       
  • The technician gives you a Home Energy Solutions program booklet, which shows the areas of your home that were serviced during the visit. It includes information about easy ways to save energy wherever you live, and it contains utility and state resources that can help make your energy bills more manageable.

If your home qualifies for additional energy-saving measures, then your contractor will install them. A different contractor may do the work, but your technician will make all of the arrangements.

In some cases, your landlord may be asked to pay some of the costs of these deeper energy-saving measures.

During your Home Energy Solutions kitchen table wrap-up, the HES-technician will provide you with rebate information based on their recommendations for your home. Rebates may include the following:  

  • Up to $1.70 per square foot on approved insulation projects recommended during your visit.
  • Up to $200 for qualifying central air conditioning systems
  • Up to $50 for replacement of certain inefficient appliances with qualifying energy-efficient models
  • Up to $650 for replacement of inefficient gas furnaces with qualifying gas furnaces
  • Up to $750 for replacement of inefficient gas boilers with qualifying gas boilers
  • Air Source Heat Pumps:
    • up to $7,500 per home for qualifying Air Source Heat Pumps for existing* Oil, Propane, or Electric heated homes (ONLY with a Home Energy Solutions visit)
    • up to $2,500 per home for qualifying Air Source Heat Pumps for existing homes heated with other fuels
  • Ground Source Heat Pumps:
    • up to $7,500 per home for qualifying Ground Source Heat Pumps for existing* Oil or Propane heated homes (ONLY with a Home Energy Solutions visit)
    • up to $3,750 per home for qualifying Ground Source Heat Pumps for existing homes heated with other fuels

All residential customers of Eversource, UI, CNG, and SCG are eligible for this program. Applying is easy. Just complete the application form online (if you own the home) found on your local electric or gas company’s website or mail in a completed form:

If you rent the home, you will need to obtain your landlord’s approval.

If your family’s combined gross annual income is below the state’s 60 percent income median, you may qualify for our HES - Income-Eligible (HES-IE) program, which provides free services to qualified customers.

The program is ideally suited for one- to four-family homes. If you live in a 5+-unit apartment building, our Multi-family Initiative may be better suited for you – and your neighbors.
