What is the Energy Efficiency Board (EEB)?

The EEB is a group of advisors who utilize their experience and expertise with energy issues to evaluate, advise, and assist the state’s utility companies in developing and implementing comprehensive, cost-effective energy conservation and market transformation plans to to help Connecticut consumers reduce energy use in their homes and businesses and to help the state meet its changing and growing energy needs. The Board was created in 1998 by the Connecticut State Legislature, and now operates under mandates in Public Acts 11-80 Section 33 and 13-298 Section 16,

What Does the EEB Do?

The EEB guides the distribution of the Connecticut Energy Efficiency Fund (CEEF). Money distributed by the CEEF supports energy efficiency programs and initiatives and is raised through a surcharge on customer electric and gas bills, proceeds of the Regional Greenhouse Gas Initiative and the ISO-NEW England Forward Capacity Market auctions and other sources. The EEB is specifically charged with conducting independent comprehensive evaluations of CEEF-funded residential and commercial and industrial energy efficiency programs. Additionally, the EEB offers technical expertise and prepares recommendations as needed to support the Department of Energy and Environmental Protection (DEEP) in the fulfillment of its statutory mandates and policy objectives. The EEB also provides information and input to the Public Utilities Regulatory Authority (PURA) to help with the fulfillment of the Authority’s regulatory responsibilities. Finally, the EEB assists the executive and legislative branches of state government with the formulation of policies and legislation to advance energy efficiency in Connecticut in all sectors. 

To carry out its responsibilities, the EEB has adopted a Rules and Roadmap, and established standing committees for each of the following areas: Commercial and Industrial programs, Evaluation, Marketing, and Residential Programs. Special committees are convened from time to time to address needs that may arise, such as for dispute resolution or rules and roadmap revisions. Committees are comprised of board members and, as appropriate, representatives of utility companies, contractors and vendors, and other stakeholders. The work of the Board and its committees is assisted by a team of technical consultants who provide expertise in the specific areas for which the EEB has responsibility. The conduct of the business of the EEB is coordinated by the Executive Secretary.

Who Serves on the EEB?

The EEB has 10 voting members and 5 non-voting representatives of Connecticut’s electric and gas utility companies. By statute members represent DEEP, the Office of the Attorney General, the Office of Consumer Council, statewide business, the environmental field, the manufacturing and agricultural sectors, retail organizations, chambers of commerce, and retail customers.
