Home Energy Solutions (HES) is an open market program that accepts vendors to deliver residential energy efficiency and weatherization services. A Request for Qualifications (RFQ) is conducted periodically to accept new vendors into the program. 

Become a Home Energy Solutions - Income Eligible Vendor

Help Connecticut’s income restricted residential customers save energy, save money and improve their home comfort for many years.

The Home Energy Solutions- Income Eligible (HES-IE) program accepts vendors through a competitive bid process to deliver residential energy efficiency and weatherization services to customers that fall under the 60% of State Median Income (SMI) level. A Request for Proposals (RFP) is conducted periodically to accept new vendors into the program.   HES-IE vendors begin working as a HES Vendor for at least two years prior to applying to become a HES-IE Vendor.  

For both HES and HES-IE, you may be required to pre-register in both the Eversource and Avangrid purchasing systems to expedite the RFP/RFQ process. Visit Open RFPs for a list of currently active RFPs.  Vendors must meet certain minimum qualifications and insurance levels as described in the RFQ or RFP.
