Energy Efficiency for New Commercial and Industrial Construction

New Construction and Major Renovation Energy Efficiency Programs

With the New Construction Energy Efficiency program from Eversource and the United Illuminating (UI), Southern Connecticut Gas (SCG), and Connecticut Natural Gas (CNG), subsidiaries of AVANGRID, Inc. (The Utilities), can help you incorporate energy savings into your new construction and major building renovation projects.

Energy efficiency measures are most effective when introduced in the earliest phase of development—at the planning stage. The best time to be energy conscious is before the building goes up, the addition is added, or the equipment is selected. By designing for efficiency with our Energy Conscious Blueprint, you can realize energy savings and minimize carbon emissions from the moment your facility is operational.

With the financial incentives and technical assistance we provide, you and your design team can access resources to help you make smart energy decisions that deliver cost savings and better building performance in the future.

Our financial incentives are designed to offset the cost of purchasing and installing energy-efficient electric and natural gas equipment so you can maximize energy cost savings and reduce the cost of doing business. All four pathways include advanced incentives for cold-climate heat pumps including air source, variable refrigerant flow (VRF), and ground source added to per-square-foot incentives in Paths 1 and 2 and at a special prescriptive rate in Paths 3 and 4.

Energize CT New Construction & Major Renovation Heat Pump Incentive Rates
Air Source Heat Pumps$640/heating ton capped at:
Eversource: $400,000
Avangrid: $200,000
Variable Refrigerant Flow (VRF)$1,000/heating ton capped at:
Eversource: $500,000
Avangrid: $300,000
Ground Source Heat Pumps$4,000/heating ton capped at:
Eversource: $600,000
Avangrid: $400,000

Support Options ➞

Engage us early on in your project to optimize energy efficiency. With options suited to a range of facilities and different levels of energy efficiency, there’s a pathway for every project. Click here for a general overview or click the following links for more information about each path.

Path 1: Zero Net Energy (ZNE)/Deep Energy Savings

(10,000 sf or greater)

Receive expert net zero technical assistance and per-square-foot incentives for your Zero Net Energy (ZNE), Zero Net Energy Ready (ZNE ready) or ultra-low energy use intensity (EUI) building project. Set an ultra-low site energy use intensity (EUI) to decarbonize your building and save. View the Memorandum of Understanding for Path 1 in the forms section below along with other program documents.

Path 2: Whole Buildings Energy Use Intensity (EUI) Reduction

(30,000 sf or greater)

Receive comprehensive technical expertise and financial incentives for setting and meeting EUI reduction goals. The more you reduce your EUI, the higher your incentive. This offer is designed to combine low-predicted EUIs with heat pumps and other low-carbon strategies. View the Memorandum of Understanding for Path 2 in the forms section below along with other program documents.

Path 3: High Performance Buildings

(10,000 sf or greater)

The new construction and major renovation program offers prescriptive incentives for incorporating energy equipment into projects that are small, simple, fast-moving, or projects in advanced stages of design. Incentives are individually qualified for each proposed efficiency measure. Our experts will help you select the most cost-effective energy conservation and carbon-reducing measures.

View the Memorandum of Understanding for Path 3 in the forms section below along with other important program documents.

Path 4: Systems

Learn about prescriptive incentives available for incorporating smaller energy efficiency measures into projects. The prescriptive and custom incentives are individually qualified for each proposed energy efficiency measure.

Key Term Definitions

Zero Net Energy (ZNE) A building that produces as much clean, renewable energy as it uses when measured over a one-year period.

Zero Net Energy Ready (ZNE Ready) A building designed with the intent to become fully ZNE, but does not yet have renewable energy equipment installed.

Energy Use Intensity (EUI) is a measure of a building’s gross annual site energy consumption (including all fuels) relative to its gross square footage. The units are kBtu/sf/year. For this Program, gross square footage excludes parking garages and penthouse square footage, as these are not typically conditioned spaces. The Program’s EUI calculation does not include onsite renewables.

Passive House is a building standard that relies on a combination of energy efficiency with passive solar and internal heat gains to dramatically reduce space heating demands and allow for simplified methods of providing needed heat. It places specific emphasis on airtightness, high performance windows, and rigorous insulation throughout the entire envelope.
